As Chief Executive of the NHS Devon and NHS Cornwall & Isles of Scilly ICB Cluster, you will lead one of England's most distinctive health and care systems, serving communities across Devon, Plymouth, Torbay, Cornwall and the Isles of Scilly, with responsibility for a combined budget of around £5 billion.

Formed through a cluster arrangement established in April 2026, the two Integrated Care Boards are working together under the oversight of the South West Peninsula Board as they progress towards an anticipated future merger. This is a pivotal moment in the evolution of the system and a rare opportunity to shape the future of integrated health and care across a region characterised by strong local identities, significant health challenges and exceptional partnership working.

Working closely with the Chair, Board, executive colleagues and system partners, you will provide visible, values-led leadership during a period of profound transformation. You will oversee delivery of the Model ICB, implement strategic priorities aligned to the NHS 10 Year Health Plan and drive the shift towards neighbourhood health, prevention and digitally enabled services. At the same time, you will ensure strong stewardship of public resources, maintain organisational performance and create the conditions for innovation, collaboration and sustainable improvement.

Success in the role will require an exceptional leader who can balance strategic vision with operational delivery. You will bring substantial board-level experience and a track record of leading complex transformation within healthcare or a similarly demanding, regulated and consumer-facing environment. You will understand how to harness partnerships to improve outcomes, tackle inequalities and deliver value, whilst inspiring confidence among communities, clinicians, staff, elected representatives and wider stakeholders.

Most importantly, you will share a commitment to public service and recognise that lasting improvement is built through collaboration, authenticity and a relentless focus on the needs of local people.
